What was tested: Cellphone activation related no extra information on how it was going to work or if it was ever really tried or anything.
Possible explanations of how it could be used: It's to activate the card ability. The website (or phone application) told you what the card did.
They probably designed a mobile phone application to go with these cards. Sort of like how some of the old video game cards would have random abilities. This provides more options than can be printed on the card, and also allows the ability to be unpredictable.
I'm still guessing it's a phone application. It would be fun, but not practical since not every player has a cellphone.
That concept might have been used for the card Urza, Academy Headmaster from Unstable in December 2017:
