It is said to contain:

24 cards and also includes a tip card and instruction sheet.

Also where were they given out and how rare are they?

Alos where can I find a card list for the contents as I do not want to open the booster.

While,they were quite rare some Years ago,a lot has surfaced on Ebay(Thanks to Magic Rarities),but you get them for pretty cheap.I will update with the List of the Cards since it was a News of the Old Forum.There's nothing Special with these cards,Just the Tip Card is a Magic Rarities  ;)

Portal 1 Demogame Booster in FRENCH  ::) So far,beside the One Sealed that I have,I still look with Erl00(You Know One of the Other French Men  ;D) for some others for the last 2 Years  :P
If you talk about the Portal 1 Demo Booster in English,I still have an Opened One  :D Now,if you look for some others,go to my Have List as I will update it later on  ;)

I have paid for the item with paypal, but have had no repsonse from the seller.

His email address has also changed, so it bounces back all my emails.  

Is there anything I can do to contact him in another way? I am new to acctually using ebay so dont really know.
