What program made this "Wand of Wonder"

I came across this eBay auction for a card that looks like it must have been "hand made".  I thought I had seen something like this before, either the card itself or the symbol it uses, but I can't remember where.  I'm hoping that someone on the forum can jog my memory.  The eBay link is:

I had seen this card also, and was wondering about it.  I figured it has to be some kind of homemade version, mainly because of the coloration in the text box.  It is so much brighter than the normal MTG cards, which almost look to be like a watermark, the way they are made.
Also, with the text all being tabbed over to the right of the activation cost, I do not recall any cards like that (though I could be wrong), so I figured that was a bad accident that the creator made.

I know its been FOREVER since I posted here, but...

You can download mana symbols, and just paste them above the actual cost
You can download "blank cards"
You can download the fonts (both)
You can download symbols, or make your own.

It is possible by loading the MTG fonts (both title and text) on your computer, and using a program such as Adobe Photoshop to make your own creations.

I used Photoshop (and more primitive, Graphic Converter) to make a lot of my silly fake cards.

Well this card is without a doubt a fake in case anyone really had doubts (lol).  The card layout is similar to that of 4Ed/Chronicles/Homelands/Ice Age/Alliances.  This style of card had all art boxes larger than the text boxes found in all sets pre-Mirage.  What is distinct about these cards in these sets is that the text layout is different than that of cards of earlier sets.  The Mana Cost did jut out to the right of the art box.  The copyright line had the 3rd L in alignment with the text box.  The card type also sticks out left of the art box and text box.  The 1995 copyright line also coincides with the years these sets can be found (excluding Alliances).  As you can see the text does not match the font, style, and size found in sets from that era:

The font type used in this card fabrication appears to be bolded CG Times.  The 3 and 6 are distinct in that font and match that used in the card.

As far as the richness of the color, I found a card that is very interesting as it appears to be darker in color and has the richer, watermarked text box:

Not sure of the exact language here (Italian ??), but foreign cards may also have been used in this card's construction, but I have none to verify against.

Now taking a look at artifact cards done by Dameon Willich out of these sets we have:

IA War Chariot
4E Ebony Horse
4E Jandor's Saddlebags
4E Soul Net

I assume these exist in the other languages respective of these sets and like I said above, foreign cards may have been used for card layout.

I agree with hammr7 on his statement that the set logo and the card itself does look familiar.  I think it may have been in an old magazine that someone made for real.  

Anyone here with any foreign 4E/Ice Age validate my claims  that a foregin card layout may have been used?

Well the eye does appear to be like the one used in Illuminati the card game, but also in the fabled Illuminati group's logo itself.

It looks 4thish. Alt 4th, to be specific.

MiseTings didn't have a 4E or earlier template when I got banned. I'm reasonably sure they don't now, either.

This looks like Photoshop without the proper fonts, etc.
