The main Carta Mundi plant is in Belgium.  The referenced page doesn't mention it because this is the "International" portion of the company (i.e. not in Belgium).

I think one reason that Alt. 4th won't command as high a price as Summer (or even P3K) is because it's not as cool.  There's tons of 4th out there, and there aren't any cards such as duals, Sol Ring, Demonic Tutor, blue Hurricanes, corrected Serendib Efreets, etc. to add to the mystique of the ...

I have packs of 6x9 basic lands as well as Adarkar Wastes and Karplusan Forest.  They are all wrapped in shrink-wrap cellophane, so it seems unlikely that there would be any crimps, but there could very well be marks from handling.

I agree that it's simply a rating of some sort for the cards in the new expansions and outlining different strategies that can be used.  The authors of the books were well known players of the time and aren't affiliated with WOTC at all.

I don't see any reason why you couldn't file a mail fraud complaint with the postal service.  It's not like using Ebay limits your rights to go through other channels.  As long as you have the person's address you should be good to go.
