The idea that there has to be a foil version of the black filler card is very old. With your discovery, there seems to be a proof, yet I am cautious. Could you please go into detail how you distinguish a fake black filler card from a nonfoil black filler card from a foil black filler card?

Do not expect to find a good answer for your question in the first book you pick. As flatmatt said, there is no fleshed out concept, but authors have the liberty to make up an explanation on their own, and they seldomly go to detail about these things that much. That said, I am sure a storyline guru...

As far as I know, wielding magic is an innate ability granted to some people with their birth. Some are more gifted than others, but all of them need to train their abilities to enhance and control them by studying and practising.
