I've been following this seller and he has sold upwards of 50 over the last year. These playsets are usually a decent deal though since they seem to sell for much less than they would as individual cards.

I don't suppose you've brought that to the attention of WOTC? Or maybe they no longer care.

I did actually, but since auctions only stay available for 90 days it has been hard to prove that he has sold many more than 4-7 in any given 90 day period.

I have seen maybe 3/4 different sellers that have sold multiples of these in the past:
mrsaltyoo (Tacoma, WA, USA) <-- use to list one every month, probably still does
nwsportscards.com (Tacoma, WA, USA) <-- has recently started selling playsets galore, with no care for discression
caitland1 (united kingdom) <-- who i bought my foil sliver from
senorcoo (East Providence, RI, USA) <-- sold a couple in a row, then stopped
Funny thing is, with the exception of caitland1, all of the other users have bid on each others foil crystalline slivers.
June 30 - 4x Crystalline foil
Seller: nwsportscards.com
Bidders: senorcoo who ended up winning it for $222.50
July 5 - Single Crystalline foil
Seller: mrsaltyoo
Bidders: included nwsportscard.com and senorcoo
July 9 - Single Crystalline foil
Seller: nwsportscards.com
Bidders: senorcoo who ended up winning it for $71.59
July 11 - 4x Crystalline foil
Seller: nwsportscards.com
Bidders: won by Danbock for $330.72, was likely bid on by senorcoo, but can't tell due to bidder privacy (bidder 7?)
Moreover, mrsaltyoo and nwsportscards.com sell the same kinds of items, and are from the same area. Possibly the same person?

I think that mrsaltyou and nwsportscards.com are the same user. I purchased 1 from each a while back and while the return address was differnent, the packaging was EXACTLY the same. Each came in a top loader that was sandwiched between exactly 4 additional top loaders on each side, 9 in total. They were then taped together with priority mail labels on all four sides. Too much of a coinsadence that two sellers selling a ton of foil Crystalline Slivers would use the exact same obscure packing method to not be the same person.

Does anyone know the definitive story of why these weren't ever released? Do we even know that they're official?

to my knowledge the story goes that somehow jacked a shipment/batch and then wizards decided never to release them.
