I thought this was a cool video about the seals on boxes.
He discusses cut barcodes on box bottoms, and mentions two different styles of sealing on Fallen Empires boxes.
My conclusion is that the Belgium facility and the US facility were both capable of producing either style of seal during the 1994-1999 period, just depending on what machine was being used during that print run.

I haven't got hold of a set of English "Made in Belgium" boosters of Conflux so I will add it to my want list.
