It was uncommons and not rares, so there wasn't quite the crazy demand there would be today. And the world was much more focused on players rather than collectors, so there weren't too many buyers wanting one of everything.
Wizards worked much of the program through their official retail channels. And like most redemption offers, only a few percent of the eligible cards were involved. It was my understanding that WOTC printed a small "extra" run of the uncommon sheets to help seed the initial inventory.
