Fallen Empires red tags

Does anyone know anything about these tags?

Some friends and I opened a box of Fallen Empires recently and found this tag. I seem to remember finding a tag like this in a box of The Dark way back in the day. Is there any information about these tags? Does anyone know anything about the tags for the boxes that had Wyvrn backings?

There is no FE Box with wyvern back. There is just Wyvern boxes with Fe Front.
I also have such a red piece in my FE Box.

IIRC there were tags in the Legends boxes I opened, as well as in the Dark. I want to say that Ice Age, Alliances, and Homelands booster boxes had the tags in them.

I've always been slightly curious as to what the "tickets" were for. was there a raffle going on and I was supposed to mail them in to win something?

They still use those tags for something, but I can't think of any reason why. I opened a box as recently as Rise of the Eldrazi that had one.
