could anyone tell me what this is ...
it is still in the ownership of the person who told me he (himself) got it out of an alliances booster.

it looks like the rules card in Chinese. Don't know why it would be in a german booster though

after i asked him directly ... he said it could have also been an english booster <.<

where there english allicanes boosters with chinese rules cards ?

This is a Vision rules card. There was one in every pack in Chinese Visions.
