Considering there's no card name (blacked out - and the blacked out region is too short to be 'contract from below'), It having a shooting star (which non of the new foils have), the name of the artist is wrong (it looks too short to be Douglas Schuler), and it having no "DCI" or "FNM" markings, I would say it's just a proxy someone made.
Also if you look really closely at the one furthest to the left you can sorta see some sort of cutline that doesnt match the txt box where the shooting star is.

This seems to be a fairly popular thing to do in the 5-Color community, at least from what I've read about the internet. Basically you take the foil layer off off a black old-style foil, cut out the art and text box, and apply it to a Contract. Either that or you cut the art and text box out of a Contract and attach them to a foil. I forget.
