I think WOTC is defining it as $35 worth of stuff. They don't want to price it so low that dealers gobble them all up and sit on them, but if they price them too high nobody will buy them. The YuGiOh Gold series was standard Upper Deck 'scam marketing 101'.
Make a box. Give is a kinda cool but 'eh' gold foil treatment.
Put in 22 commons of dubious worth.
Put in 3 Foil Cards (the Gold cards), guaranteed to CRASH the value of all the cards in question. But make ONE card super DUPER rare, the most powerful one in the set. One per case if you're lucky. Aim for a price point of $250 or more on Ebay for that card.
This time around make it Hobby only, so the limited quantities will seem not as large.
Profit...

The game was immediately successful, hence the collector's edition reprint.
I was just comparing two reprint boxes with different contents. And yes, I confirm that the Dragon box is not to b compared to the Collector's Editions, because the latter was more interesting and valueable that the former.
I'm not sure the Dragon box will be worth $700+ in 10 years time.
I repeated the price as your question was ambiguous. "When was that ?" Would have been better.

Dragon Box future worth
