If it is heat sealed then heating it up might soften the glue enough to pull the booster open without tearing it. Reheating would soften the glue up enough to make it stick again.
I found an old thread on it and it is surprising how many people have done this...
Opening is the easy part apparently by inserting a pin in the opening of the booster end seal and moving it along (will give this a try!) Or running a hot iron over the booster (I did this with an Australian banknote once, it melted).
It is the sticking it back together again that is the tricky bit.
According to different sources, quite a bunch of empty Fallen Empires booster were discovered back in the years, of course back then, they were sent back to WOTC for replacement. Overfilled (12/13 cards) and underfilled (3/4 cards) exist also. From previous threads, some of Revised, The Dark, etc...are also in existence. I try to find out in which precised material old Vintage booster were made of.
Opening a booster perfectly should be indeed the easy part, just take time and concentration, I presume.
Empty the booster is the easiest.
Then the reseal part, to match exactly the same pattern, that's another story.
Someone mentioned that a Crimper Hand Sealer could be used but it doesn't match at all the pattern of the sealed part:
