PSA grading is done in California, and most PSA agents are in North America (maybe all).  The way PSA works, they give you a price break if you send more items, and charge you a premium if you want the cards graded quickly (I think normal turnaround is in the 30+ day category).

You can view PSA's website at:  http://www.psacard.com/

Your biggest problem might be trying to figure out how to ship the cards in a secure manner with appropriate insurance.  You should probably email PSA to make sure they are willing to work internationally.  Otherwise you might need to use someone in the US as an Intermediate.  If so, proceed with caution!

I can offer 2-3 week turnaround grading through PSA for $8 per card plus all shipping costs through our office.  I do not know of any submission centers such as ourselves in Europe at this time.

Summer edition
Alternate 4th edition
- what happens if a card should be fake but you did not know it was?
- how are unique misprints graded(ex Upside down back.....)

The company's "official policy" is to only grade Alpha, Beta, and Unlimited cards, but I've seen CE and ICE cards on ebay, as well as cards from legends, antiquities, etc.

Misprints are not graded on a scale.   They are given a code denoting that they could not be graded to misprinting.

They only grade "official" sets.

So they consider Summer or alt. 4th as "misprints"

If you send them a misprint or fake card, they will send back it to you without grading it, with an explanation.

Summer and Alt 4th ARE misprints.
are they?  really?  I mean, aren't they just normal prints that were meant to be destroyed?

See this is why i don't put much stock in psa rating.
how can they rate something if they don't know what it is

I've seen many PSA grading errors: a unlimited demonic tutor graded as a revised, an alpha tropical island graded as a beta...

This is probably because the company normally grades sports cards, and most of the graders don't know much about Magic, such as the ways to differentiate between sets.

I don't think the owner of the PSA 8 Summer Tundra cares that the packaging says "Revised". :)
