Did all 4 series of Vanguard cards come in sealed packs or just series 1?

Both 1 and 2 came sealed. I have never seen 3 or 4 sealed, but I can't confirm whether they started out sealed.

to the best of my recollection, series 3 & 4 came with a simple paper strip wrapped around them.
