As we can read in "The Gazetteer" N°7 for the Worlds in Paris :

Side eventes are tournaments open to every one.
They are held in the same place that the World Championships but are not directly linked to them. They range from the small and fast 8 players flights to the big qualifer Tournament with up to 256 players. 
Wether you want to play in a small or a big tournement, you 'll find something matching your tastes.
You, like the Championships Competitors, will also get The Exclusive promo card "Eternal Dragon !" 

What we have to know know is if the promo card will be given to the winner of each tournement, the top 8, or all players...

It is foil, and will be given to anyone (player, spectator, judge) who attends a PT in 2007 (starting with Kobe, which is 2006).

Not the same story as yours.

Read http://www.wizards.com/default.asp?x=mtgcom/daily/bd247. It is stated there that all visitors of any Pro Tour in the 2007 cycle will receive the card. Furthermore, it is said that other programs will make an appearance in 2007, so expect even more promo cards in the future.

Today I got the Eternal Dragon at PT Kobe.

But the DCI stuff is checking my DCI number when distributing the promo.
So maybe I can't get any extras...
