Stupid Starter Deck Question

ok, I can't remember, for the life of me, the answer to these 2 questions...

1) When did starters go from 2 to 3 rares and

2) When did starter boxes go from 10 to 12 starters?

Also, if anyone has more information, do Chinese/Japanese BB 4th edition starters have 2 or 3, and 10 or 12?

1) When did starters go from 2 to 3 rares and

1) In the last part of the Revised print run

2) Mirage(Oct. 96) and later sets

English 4th Ed. had 3 rares per starter, and 10 decks per box. Likely that the asian releases did too.
