the sealed deck-pack thingies in the CE box...are those organized by rarity? If not, how are they organized?

They are arranged by rarity and the order of cards within each pack is based in some way on how the sheets were layed out.

Take a look at the lists on http://mtgarchive.net/wiki/Collectors%27_Edition .

Is this most definitely how they were arranged, or just the CE? I have a ICE, and though it has been 10 years since I opened it (and it was sealed back then), what I recall, is that each of the 5 colors were packaged individually, as well as a package for the artifacts (I do not remember how the lands were done. And then within each sealed package, it was the rares, uncommons then commons.
And looking at my box now, that is how they are sitting in there. I do not recall sorting them out at all (though then again, it was 10 years ago - this is just what I am remembering - correctly or not).
