Defender is a keyword which disallows a creature to attack. It replaces the Wall-innate ability. The reason for this mechanical template change was twofold:

1. WotC wanted to get rid of innate creature type mechanics. Therefore, they removed the creature type Legend and stripped the creature type Wall of any rules baggage.

2. WotC wanted to be able to create any kind of creature which for some reason does not attack without the necessity of being a Wall. Furthermore, they wanted to limit Wall creatures to a limit, as their definition of a creature has been a stretch from the start.

Yes -- a wall is now a creature with defender. This was part of an effort to clean up the special rules that were associated with creature types. If you now change a creature's type to wall (e.g. with Artificial Evolution) it can still attack as it's the defender ability that keeps the wall from attacking.

I think that the change took place when Champions of Kamigawa came out as I think that it was at the same time that the Legends rule was changed.

Champions of Kamigawa, though the first creature actually printed with "Defender" was in Betrayers of Kamigawa.

[O]fficially in case anybody cares.

-------------------------------------
Walls and the Defender Ability

The rules for the creature type "Wall" have been changed. Although the creature type Wall still exists, it no longer has any rules meaning. Instead, all creatures that had the creature type Wall now also have the defender ability.

Steel Wall (_Mirrodin_(R) card with its new Oracle wording)
{1}
Artifact Creature -- Wall
0/4
Defender (This creature can't attack.)

Note that no creatures in the Champions of Kamigawa set have the defender ability. This rules change is being made at this time in order to eliminate all rules inherent to specific creature types.

The official rules for the defender ability are as follows:

502.41. Defender

502.41a Defender is a static ability.

502.41b A creature with defender can't attack.

502.41c Multiple instances of defender on the same creature are redundant.

* Changing a creature's type no longer affects whether it can attack. A Wall that becomes a non-Wall will still have the defender ability. Likewise, a non-Wall that becomes a Wall won't have the defender ability.
