misprints in foreign languages

somehow these misprints are more common in foreign languages. maybe it's because they print less in their presses, they tend to be less careful etc? i doubt this bad of a misprint would make out of the print in usa. am i wrong?

This Saturday (at around 4 pm to be exact) I got 2 more Cephalid Looters (wizard version) at Pandemonium (the store where the prereleases are held in Michigan). I am collecting FOIL Cephalid Looters.  ::) I started collecting them hoping I would get the "Cephalid Wizard" one in Foil, so I bought them in bulk from online sellers. Current count:

Here is the image of the Brainstorm card and the COP: Black that has Brainstorm's name and casting cost. One thing to note is that the backs of the cards are perfect, ie there is no misalignment in the backs, just like any other magic card.

Are there any rules that regulate the playability of misprints? The source of my question is a miscut Brainstorm from Ice Age. The card has the top of a Pyroblast at the bottom 1/2 inch. After reading the article I shook my box of Italian Legends I bought from dacardworld. Luckily it sounds like it contains packs. Maybe I should open the box before it is too late.  :-/

Crossing my fingers, hoping I have no counterfeit cards that I am not aware of.
